Anybody with a background in patent management knows that "the number of patents" provides ZERO information on anything else than, well, the number of patents. It is not a good proxy for innovative power.
Better, although still very crude, proxies might be: number of employees in R&D, total investments in R&D, total size of window area in R&D department, total use of paper in R&D department (measured with and without toilet paper to further determine the value of R&D output).
